China, US agree tariffs rollback if phase one trade deal is completed

China and the United States have agreed to roll back tariffs on their goods in first phase of a trade deal if it is completed.   

The rollback is part of first phase of the trade deal that is being put to paper for US and Chinese Presidents to sign.
