Macron says due to declining commitment of US, NATO becomes brain-dead

French President Emmanuel Macron has said that due to the declining commitment of the United States, NATO has become brain-dead. 
In an interview with Economist megazine, he said the United States failed to consult Nato before pulling forces out of northern Syria.
He also questioned whether Nato is still committed to collective defence.
Meanwhile, Russia, has welcomed the French president's comments as truthful words.
Nato, however, has responded by saying the alliance remains strong.
